Inclusionary Zoning in Atlanta: Affordability Gaps & Policy Effectiveness

This project served as my master’s capstone paper and examined whether Atlanta’s voluntary inclusionary zoning (IZ) policies meaningfully address the city’s affordability crisis, particularly for renters earning below 50% of Area Median Income (AMI). Using a combination of spatial analysis, demographic data, and policy evaluation, the study assessed how well IZ production aligns with documented housing need across Atlanta’s BeltLine, Westside, and Westside Park overlay districts.
I conducted an affordability gap analysis by pulling and cleaning Census and ACS datasets, modeling demand and supply mismatches by AMI and bedroom type, and mapping the results. R was used to process large datasets, calculate affordability thresholds, and visualize income‑based deficits. The final report integrated policy research and original graphics designed in InDesign and Illustrator.

About
One of the smallest and wealthiest cities in Georgia, Berkeley Lake asked our team to evaluate the small commercial strip to determine how it can be used to address key issues facing the city: environmental, housing, and placemaking.
In this process, we interviewed key stakeholders, conducted analysis, presented at multiple community meetings, and crafted recommendations on placemaking, housing, greenspace, and zoning. We represented these recommendations as a site plan for city officials. I contributed to all aspects of the process but was particularly responsible for creating engagement materials and the final deliverable document.

About
This project worked with Kindred Futures, a community and economic developer in Atlanta, to evaluate the affordability of commercial real estate in Atlanta's historically black corridors. Specifically, the project focused on spaces for small businesses (1,000 SF or less), The report was used by the the organization to tailor programming for black entrepreneurs.
